Explanation
At-Tawwab is the Oft-Returning, the Acceptor of Repentance. "Tawbah" literally means to return. Allah is At-Tawwab because He constantly returns to His servants with forgiveness when they return to Him in repentance. He does not just accept repentance once; He accepts it repeatedly, endlessly, every time the servant sincerely turns back, no matter how many times they break their promise.
Virtues & Benefits
Reciting "Ya Tawwab" is the ultimate cure for the despair caused by repeated sinning. The Prophet ﷺ would repent to Allah over 100 times a day. Calling on At-Tawwab facilitates the ability to make sincere repentance.

فَتَلَقَّىٰ آدَمُ مِن رَّبِّهِ كَلِمَاتٍ فَتَابَ عَلَيْهِ ۚ إِنَّهُ هُوَ التَّوَّابُ الرَّحِيمُ
"Then Adam received from his Lord [some] words, and He accepted his repentance. Indeed, it is He who is the Accepting of repentance, the Merciful." - Surah Al-Baqarah (2:37)
