Explanation
Al-Waali (with a long "a", distinct from Al-Wali #55) is the Governor, the Sole Manager. A "waali" in Arabic is the governor of a province who manages all its affairs, dispenses justice, and protects its borders. Allah is the Supreme Governor of the entire universe. Every atom, every planet, and every human life is under His direct administration and management.
