Explanation
Al-Hakam is the Supreme Judge, the Ultimate Arbitrator. He is the one who delivers justice, establishes the rules, and settles all disputes. His judgment is flawless, free from bias, error, or influence. On the Day of Judgment, Al-Hakam will have the final word on every disagreement humanity ever had. His decrees in this world (Shariah) are the standard of ultimate justice.
Virtues & Benefits
Reciting "Ya Hakam" 99 times during the last third of the night is said to fill the heart with spiritual secrets and an understanding of divine decrees. It brings peace to those who have been wronged in worldly courts, knowing the Ultimate Judge has yet to rule.

أَفَغَيْرَ اللَّهِ أَبْتَغِي حَكَمًا وَهُوَ الَّذِي أَنزَلَ إِلَيْكُمُ الْكِتَابَ مُفَصَّلًا
"[Say], "Then is it other than Allah I should seek as judge while it is He who has revealed to you the Book explained in detail?"" - Surah Al-An'am (6:114)
