Explanation
Al-Muntaqim is the Avenger, the Exacting, the One who takes retribution. He does not seek revenge out of anger or petty emotion, but out of perfect justice. When tyrants oppress the weak, and the weak have no one to defend them, Al-Muntaqim steps in. He delays His retribution to give time for repentance, but when He strikes the stubborn oppressors, His retribution is severe and exact.

وَمَنْ أَظْلَمُ مِمَّن ذُكِّرَ بِآيَاتِ رَبِّهِ ثُمَّ أَعْرَضَ عَنْهَا ۚ إِنَّا مِنَ الْمُجْرِمِينَ مُنتَقِمُونَ
"And who is more unjust than one who is reminded of the verses of his Lord; then he turns away from them? Indeed We, from the criminals, will take retribution (revenge)." - Surah As-Sajdah (32:22)
